Welcome To The Official Website Of The Guadalupe Appraisal District!

The Guadalupe Appraisal District Board of Directors and staff welcome you to this site. The philosophy of the Guadalupe Appraisal District is to provide a free flow of information that shall educate and inform the property owner and citizens relative to its role in the property tax system. Within the site you will find general information about the property tax system, as well as a portal for searching parcels in the Guadalupe Appraisal District. The portal is updated regularly in an effort to provide users with accurate, usable and up-to-date information.

 


 

Taxpayer Liaison Officer

As a requirement of the Texas Property Tax Code, the Guadalupe Appraisal District Board of Directors appointed our current Taxpayer Liaison Officer (TLO), Ms. Tavie Murphy. The taxpayer liaison officer is present on days the Appraisal Review Board (ARB) is in session at our main office location in Seguin. Taxpayers are welcome to contact Ms. Murphy in-person on days the ARB is hearing appeals, by email or by telephone.

Below is the section of the Texas property tax code which outlines the requirement and duties of a taxpayer liaison officer. If you have any questions or difficulties contacting the TLO, please feel free to notify our office (ext. 345).

The role of the Taxpayer Liaison Officer (TLO), as defined in the Texas Property Tax Code Sec. 6.052, is to assist local property owners with questions and concerns regarding the policies and procedures of the local appraisal district or Appraisal Review Board. The TLO can be a valuable resource for property owners to get their questions answered, file complaints about their experience, or understand appraisal district or ARB processes as defined by the tax code. The TLO is responsible for working with property owners to understand these issues and resolve any problems they may encounter.

Although appointed by the Guadalupe Appraisal District (GAD) Board of Directors, the board is not involved in the day-today activities and management of the TLO. The TLO is independent of GAD operations and the Appraisal Review Board. The TLO has no authority to change a decision reached in an ARB hearing or through arbitration. The TLO cannot make changes to GAD policies and procedures.

Complaints that cannot be resolved to a property owner’s satisfaction are reported to the GAD Board during regularly scheduled meetings. All complaints are also reported to the Office of the Comptroller at the end of every year.

Interested in becoming a member of the Guadalupe Appraisal District?

The passage of Senate Bill 2 last fall changed the member configuration of appraisal districts’ board of directors (BOD), both in size and method of selection. The new nine (9) member BOD configuration required three (3) members to be selected through a county at-large election; scheduled for this May. Due to a lack of candidate submissions, prior to the deadline, the election has been cancelled. The two candidate submissions received were certified as unopposed and will be sworn in at our July 2024 BOD meeting. The third open seat will be filled through appointment by the BOD.

At this time, we respectfully request application submissions from residents of Guadalupe County for consideration of appointment to the Guadalupe Appraisal District BOD. If you or someone you know is interested in serving their fellow residents in this capacity, please visit our website www.guadalupead.org for more information. Candidates will be required to complete and submit two (2) forms; Nomination Eligibility and Statement of Qualifications.

Business Personal Property Renditions:

Deadline to File: April 15, 2024

According to Texas Tax Code §22.01 business owners are required to report all tangible business personal property used to income.  This is done by filing a Business Personal Property Rendition annually with your county appraisal district.  A rendition is a form that provides the necessary information used to value your property.  Failure to file a rendition or filing a late rendition will result in a 10% penalty on your tax bill.

As April 15th approaches please file your rendition early to avoid delays in processing.  We strive to promptly and thoroughly address your inquiries.

*New Truth-In-Taxation Website For Property Owners*

Property owners interested in reviewing their potential tax liability, for the current appraisal year, are directed to the new Truth-in-Taxation website guadalupe.countytaxrates.com. The site provides property owners a comparative view of the various tax rates being considered, to include each rates’ estimated tax liability, by the taxing unit’s governing body for adoption; No-New Revenue Rate, Proposed Rate, and Voter-Approval Rate.

Additionally, the website provides supporting documentation uploaded by the taxing unit and scheduled public hearings with time and location.
